Yes. Guest cart and wishlist selections are stored in the browser. After Steam sign-in, those selections are synchronized with the account before checkout.
Catalog availability can change. The cart checks current product quantities, and checkout remains unavailable when a selected quantity can no longer be fulfilled.
Select one of the currencies currently offered in the header. The chosen currency is carried through product prices, the cart and checkout.

Confirm the selected products and quantities, displayed currency, contact email and full Steam trade link. Checkout then creates the order and continues to the payment page supplied for it.
Signed-in customers can open Account → Orders and select an order to see its details and current status.
Send a support request with the order reference and relevant details. Support can review the case against the policies currently applicable to the order.

Open Account → Sessions to review active sessions and revoke access you no longer recognize.
